The Jammu & Kashmir School Education Department has placed its Draft Transfer Policy 2026 in the public domain and invited comments, suggestions, and objections from stakeholders and the general public. The department has provided a 15-day window for feedback before finalising the policy.
The draft proposes a transparent, merit-based online transfer system supported by a Transfer Assessment Matrix (TAM). It also introduces fixed tenures and mandatory rotation of employees across five geographical zones based on service conditions and accessibility.
Under the proposed framework, transfers and postings will be processed through an online portal, with priority given to fairness, transparency, and efficient workforce management. The policy covers teachers, lecturers, headmasters, principals, Zonal Education Officers, and other education department personnel.

The initiative aims to streamline transfer processes, improve staff distribution across schools, and ensure equitable deployment of educators, particularly in remote and difficult areas of Jammu & Kashmir.
